Summary:

 

He was 34 years-old with a mental capacity of an 8 year-old at DFD, he ran away from the group home he was living at on 23-Nov-05. RCMP tried to convict him on false charges in 1995 but he was acquitted and released. His body was found on 7-Dec-05 in a wooded area east of Hope in the edge of Manning Park. Coroners report revealed he had died from hypothermia. No investigation into why Group home of police searched for him after his disappearance.

               Joseph was placed in the Forensic Psychiatric Institute after trying to assault his sister for over 32 months. This facility made recommendations that they were not suited for Josephs conditions and wish him to be released. On 30-Mar-00 the Band Councilors of the Adams Lake wrote a letter opposing Joseph’s release and reiterated that the Band had minimal services available for his care.  The letter also claimed that Joseph was a danger to the community as well. There were recommendations that Joseph be placed in 24 hour care facility that no one wanted to pay for. He was released from FPI with no long term care provided for him.

Joseph had a history of running away from homes and was abusive to his siblings and animals. Adams Lake no longer wanted him within their community and considered him a threat to their people but did not want to pay for any housing that could meet his needs.

Summary:

 

She was 25 at DFM; she was last seen in Apri-97. She was reported missing on 21-Mar-98. Her DNA was found on the Robert’s Coquitlam pig farm. It is believed that her body was dismembered and fed to the animals on the farm.

Robert was arrested and charged with multiple counts of First-degree murder on 22-Feb-02. Robert’s trail was set for 8-Jan-07.

An 18 month investigation on the farm found approximately 32 different female DNA sources through out the property. Only 27 charges were originally placed against Robert with approximately 4 other women’s cases either pending identification or more evidence.

Judge James Williams placed a publication ban on court proceedings on 6-Dec-02. He also rejected one un-identified female for lack of evidence on 2-Mar-06. On 9-Aug-06 he reduced the charges again from 26 to 6 counts with the opportunity to seek another trail for the other 20 cases after the conclusion of the first trail.
